GTS Novera to Provide Voice and Data Services to 29 Public Administration Agencies within the KIVS Project

Prague, August 19, 2008 – GTS Novera, a leading nationwide telecommunications provider, has signed implementation contracts for the provision of data and voice services to 29 public administrative agencies and institutions, with the Ministry of Internal Affairs. The services include the provision of high-capacity VPN and Internet connections as well as ISDN PRI direct voice services and Green Lines for a total of 486 locations. The implementation contracts constitute a part of the general agreement for provision of data and voice services within the Public Administration Communication Infrastructure (KIVS) executed by GTS Novera with the Government in March last year.

The Ministry of Internal Affairs published the result of the implementation tenders regarding the provision of data and voice services within the KIVS project, which is a part of the Government program of implementing electronic services in the public administration system. Based on the result, GTS Novera and the Ministry of Internal Affairs executed a contract for the supply and operation of the services for the total of 29 of the 32 public administration agencies and institutions (e.g. Ministry of Labour and Social Affairs of the Czech Republic, Ministry of Finance of the Czech Republic, and the General Healthcare Insurance Company) for the period from July 1, 2008 to June 30, 2009.

“We managed to connect and put in operation most of the 486 locations throughout the Czech Republic within one month. The special project team lead by the department for public administration and ICT worked fantastically well on the project to ensure it was implemented on time,” said Stuart Evers, CEO of GTS Novera and added: “The realisation of these contracts represents a significant achievement in terms of our long-term development for provisioning telecommunications services to the public sector. In the past this sector was closed by selection of the incumbent as a sole provider but now we see a fully competitive environment bringing the entire public sector a wider offer of services under better conditions.”

The total annual revenues for these provided services provided by GTS Novera in the tender amount to CZK 130 million. The operator will provide the above public administration entities with high capacity VPN and Internet access lines, ISDN PRI direct voice services and Green Lines.

At the end of March last year, GTS Novera and the Ministry of Informatics signed the general agreements on provision of data and voice services within the Public Administration Communication Infrastructure (KIVS). The new tendering conditions were announced by the Ministry of Informatics in relation to the Government decision concerning the new concept of KIVS development, which made general agreements for telecommunications services with multiple suppliers possible. That brought an end to the more than five-year period of the Government’s preference of the incumbent. The current implementation contracts within the tender for supply and operation of services to specific public administration institutions were executed by GTS Novera and the Ministry of Internal Affairs that took over the agenda of the Ministry of Informatics after cessation of the latter.
